The U.S. Department of Agriculture had to temporarily tap the brakes on its controversial reorganization plan. A federal judge issued an administrative stay to prevent USDA from continuing to implement certain elements of the plan through Oct. 2 so the court has more time to consider issues raised in a case brought by federal employee labor unions, nonprofits and municipalities.
